Board of Education's Areas of Roles & Responsibilities
Public oversight of local government is the foundation of American democracy. Nowhere is this more evident than in our public schools, where local boards of education are entrusted by their diverse communities to uphold the constitution, protect the public interest in schools and ensure that a high quality education is provided to each student. To maximize the public’s confidence in local government, local boards must govern responsibly and effectively. The following California School Boards Association (CSBA) Professional Governance Standards describe the three components vital to effective school governance: 1) the attributes of an effective individual trustee, 2) the attributes of an effective governing board, and 3) the specific jobs the board performs in its governance role.
The intent of these standards is to enhance the public’s understanding about the critical responsibilties of local boards and to support boards in their efforts to govern effectively.
Community Relations (BP 1000)
The Governing Board desires to represent the community and provide leadership in addressing community issues related to education. In order to identify community concerns and enlist support for the schools, the Board shall establish effective two‑way communication systems between schools and the community.
Schools, parents/guardians, community members and local organizations must continually collaborate as partners. The Board and the Superintendent or designee shall work together with city and county agencies and organizations to promote and facilitate coordinated services for children, and shall seek to develop partnerships with local businesses.
Administration (BP 2000)
The Governing Board recognizes that district administration performs essential roles and functions in support of student learning, including the provision of instructional support and services to schools as well as the responsible management of district resources and personnel. The Board expects district administration to provide leadership in developing and implementing the district's vision and goals for the educational program and in evaluating and reporting on the district's progress toward that vision. District administration is expected to help shape the culture and environment of the district in a manner that instills confidence in district schools, encourages positive relationships with the community, and focuses district operations on enhancing student achievement.
Business and Non-Instructional Operations (BP 3000)The Governing Board recognizes that prudent financial decisions are crucial to the district's ability to provide a high-quality education for students. It is therefore essential that the Board establish reliable budget development processes and adopt a responsible budget with spending priorities which reflect the district's vision and goals. When needed, the Board shall advocate and seek community, state or federal support for additional financing.
Personnel (BP 4000)The Maricopa Unified School District Board of Education recognizes that the success of District students and programs hinges on effective personnel. The Board desires to establish safe and supportive working conditions that will attract and retain staff members who are highly qualified and dedicated to the education and welfare of students. The District’s personnel policies and related regulations shall be designed to ensure a supportive, positive climate and shall be consistent with collective bargaining agreements and in conformance with state and federal law and regulations.
Students (BP 5000)The Maricopa Unified School District Board of Education shall make every effort to maintain a safe, positive school environment and student services that promote student welfare and academic achievement. The Board expects students to make good use of learning opportunities by demonstrating regular attendance, appropriate conduct, and respect for others.
The Board is fully committed to providing equal educational opportunities and keeping the schools free from discriminatory practices. The Board shall not tolerate the intimidation or harassment of any student for any reason.
The Superintendent or designee shall establish and keep parents/ guardians and students well informed about school and district rules and regulations related to attendance, health examinations, records, grades and student conduct. When conducting hearings related to discipline, attendance and other student matters, the Board shall afford students their due process rights in accordance with law.
Instruction (BP 6000)
The Maricopa Unified School District Board of Education desires to provide a rich, research-based curriculum that motivates every student to succeed. The Board shall adopt instructional goals and objectives, which reflect the District's philosophy and delineate the skills, knowledge and abilities students will need in order to lead successful, productive lives.
